Why? They are an independent 3rd party that is responsible for insuring your accounts, tax reporting, and clearing all the trades.

Cash requests can only be transferred to YOUR bank account for your protection.

Your portfolio manager only has trading authority over your account, while the custodian (FCC) controls the access.
